PF Shiwang'andu Member of Parliament Stephen Kampyongo says Hakainde Hichilema should be ashamed that he has failed to lead his party in a successful manner.

Mr. Kampyongo notes that Mr. Hichilema has proved to be a true Hyena with no plan for his party as evidenced by the number of failed political pacts that he has tried to get into.

The parliamentarian has since castigated UPND leader Hakainde Hichilema for allegedly using disparaging remarks against President Michael Sata.

Mr. Kampyongo has told QFM news that president Sata is a national leader who deserves respect due to the position he holds.

And Mr. Kampyongo has also urged the UPND and its leader to respect Lusaka province Commissioner of Police Charity Katanga.

He adds that the police have a mandate to maintain law and order adding that UPND will always be watched especially now that it seems to have recruited a William Banda whom he termed as a militia leader.

Former President, Rupiah Banda has been admitted to the Club de Madrid, the prestigious organization of democratic former Heads of State and Government.

ACTING-PRESIDENT Alexander Chikwanda says those who want to supplant the Patriotic Front (PF) as a ruling party should not engender divisions to erode peace and meaningful unity, which are crucial tools to accomplish Zambia’s development agenda.
Mr Chikwanda says 2016 (when the general elections are due) is a long haul and aspirants for the mandate from the electorate to rule Zambia “are advised to use their ammunition sparingly.”
He said this in Lusaka yesterday during a media briefing on some issues of national importance.
Mr Chikwanda said Government will also abide by the Supreme Court ruling in the matter in which it has appealed against the High Court decision to stay the suspension of a Supreme Court judge and two high court judges and to appoint a tribunal to stay their alleged misconduct.
The three judges have challenged President Sata’s decision to suspend them from office and constitute a tribunal to investigate them.
The trio are Supreme Court judge Phillip Musonda and High Court judges Nigel Mutuna and Charles Kajimanga.
Mr Chikwanda said the Judiciary has an advantage “in the undesirable war of attrition because they have an enviable role of being a player and referee.”
He said the President cannot dismiss the judges under the provisions of the current constitution.
Mr Chikwanda, however, said the President’s latitude to appoint a tribunal is “beyond dispute.”
He said Government will not take any “precipitate measures” in the matter and appealed to members of the public and civil society organisations to be patient on the matter.
“The people of Zambia are being dared to sit in moral judgment of the executive and the judiciary because what is happening is far beyond legality. It is a moral issue, for no government can stand with sustainability without distinct moral bench marks. This is at the core of the very essence of any government premised on democracy and the rule of law,” he said.
On the recent demonstration by opposition United Party for National Development (UPND) youths which resulted in a confrontation with the police, Mr Chikwanda said this was a result of people intent on confrontation “tempting the police to react.”
He, however, said those wishing to demonstrate are free but must do so within the confines of the law.
“While we urge the law enforcement agencies to act with greater restraint, we also enjoin those who want to exercise their constitutional rights and freedom to assemble and demonstrate to do so with responsibility and within the confines of the law. They should avoid confrontational stances,” Mr Chikwanda said.
He said opposition parties must not be synonymous with violence and intolerance.
Mr Chikwanda said there is currently no conflict on the imperatives of national unity and urged all interest groups to observe the law.
“We appeal to all well- meaning Zambians to embrace peace and harmony and isolate the promoters of dissent and intolerance from the mainstream Zambians who are apostles of love, compassion and togetherness,” he said.
Meanwhile, Mr Chikwanda has clarified that Government currently owns about 90 percent stake in the Development Bank of Zambia (DBZ) because the Development Bank of Southern Africa (DBSA) and Exim Bank of India have not increased their shares proportionately to Government’s equity contribution.
He said this has increased Government’s shareholding, leading to “over-swamping” of other equity partners.
Mr Chikwanda, who is Minister of Finance, said Government’s shareholding in DBZ is in accordance with the provisions of Section Three of Minister of Finance Incorporation Act Cap 349 of the Laws of Zambia in conjunction with Section Seven.
“It is in this context and public interest that the Minister of Finance as shareholder directed the DBZ to ask their lawyer to pend (hold) the action before the court, not to withdraw but seek the Attorney General’s option because the matter before the court had acquired overtones which were contentious,” he said.
Mr Chikwanda said it is Government’s practice to seek guidance of the Attorney General’s opinion on matters without certainty.

The sentiment by opposition UPND leader Hakiande Hichilema that republican President Michael Sata is Chimbwi no plan has angered some women in the ruling Patriotic Front-PF.

Some Patriotic Front-PF women who stormed MUVI TV studios threatened to take the law in their hands if the UPND leader continues issuing disparaging remarks against Mr. Sata.

Mr. Hichilema during the press briefing in Lusaka yesterday, Mr. Hichilema called the republican President as Chimbwi no plan alleging that Mr. Sata does not have any plans for Zambia.

Lusaka Province Chairperson Margret Mumba appealed to the UPND leader to refrain from insulting the republican President.

ROBIANA Muteka, the 24-year-old man who recently underwent an operation at University Teaching Hospital (UTH) to remove a tumour from his back, has been admitted to the UTH’s main Intensive Care Unit (ICU).
The neural fibro myoma tumour has completely covered his left lung and has displaced the heart from its position.
Last week, Robiana, a resident of Livingstone, underwent a computerised tomography scan which revealed an extended growth of neural fibro myoma tumour on the left lung.
This has resulted in him gasping for air, a condition that has compelled doctors to move him to the ICU, according to UTH managing director Luckson Kasonka, who confirmed this in an interview yesterday.
Dr Kasonka said Robiana has been connected to the oxygen machine to assist him to breath as his left lung has been rendered ‘useless’ after being covered by the tumour.
Dr Kasonka said the tumour, which is growing rapidly, has also affected the functions of the heart as it (the heart) has been displaced from its position.
“The heart is located on the left side of the lungs and because the tumour has completely covered that lung, this has also affected the functioning of the heart.
“It (heart) is not pumping well and because only one lung is working, breathing has become a problem and it is for this reason that we have decided to move the patient to the ICU and connect him to an oxygen machine,” Dr Kasonka said.
He said blood circulation has also been affected as the tumour has interfered with the heart, which pumps blood.
Dr Kasonka explained that Robiana’s anaemia is not improving despite blood transfusion.
He, however, said doctors will try everything possible to keep Robiana alive.
“For now, we are considering to remove the left lung, which is of no use. Pray for his recovery,” he said.
Robiana was evacuated to UTH from Livingstone in March this year following President Sata’s directive to enable him to access specialist treatment for his back tumour.
A specialised team of doctors at UTH removed a 14.5 kilogramme tumour from his back but apparently, a tumour known as neural fibro myoma has extended to his left lung.

Zambia Information and Communication Technology Authority (ZICTA) information and Technology specialist Choolwe Nalubamba today told court that ZICTA has failed to locate the source of the sex tape in which former Ministers in the Rupiah led government Michael Kaingus’ daughter Iris appeared.
As the matter came up for a continuation of trial Lusaka resident Magistrate Prince Mwiinga asked members of the public to leave the court room so that the video could be watched in view of the accused and her lawyers with court officials from the High Court and other parties supporting the defendant.
After watching the 16 minutes sex tape court prosecutors asked ZICTA IT specialist to stand as a witness as they were the ones that confiscated the said tapes from ZCAS.
However ZICTA IT specialists witness Choolwe Nalubamba said the authority managed to identify the accused but could not identify the counterpart in the sex tape adding that her face was much visible than the man in action.
Nalubamba said the tape was immoral in its nature and was suspected to have been made using a computer webcam.
He further said it could be true to allege that the duo were aware of the filming as could be seen in the last part of the sex ordeal.
Particulars of the offense are that Iris whilst acting together with another person unknown made obscene material intending to corrupt moral.
The offense is alleged to have been committed on unknown dates but between december1, 2010 and November 23, 2010 in Lusaka.
The matter has been adjourned to May 14, 2012 , June 11,2012 and June 14 2012 to allow state prosecutors to bring all witnesses as two of the witnesses were said to be absent as one witness who is a student was said to be writing examinations and a lecturer was out of town for a funeral.

A couple from Kalikiliki compound of Lusaka on Friday appeared at the Lusaka Boma in a matter where Ms Maureen Phiri summoned her husband Raphael Daka for reconciliation after she claimed loving her husband despite being unfaithful.
But Daka told a fully packed court room that he did not want to be with Maureen because of her continued cheating.
“Your Honour and people listening in here please bear with me, could it make sense for me to bring this woman back who had been caught three times having sex in the nearby bush with my neighbour” asked Daka.
He said two weeks ago Maureen was caught having sex in the bush again with the same neighbor and was brought home by a crowd of people and the police adding that this shameful behaviour made him to chase her from his house because he would not manage risking his life for a woman who was not ready to change.
He further said it would be better if his wife Maureen moved on and married the man she had been cheating on him with.
He said his wife had on several occasions cheated on him but at times he forgave her a situation which strained him to finally leave Maureen so that she could continue wife the life she had chosen.
However Maureen told court that she still loved Daka and could not marry any other man adding that she regrets what she had been doing to her Faithful husband.
After listening to both sides Magistrate Robert Zulu was left with no choice but to allow the couple to divorce as such a marriage could not work looking at the number of times Maureen cheated and the pain a man went through.

More than twenty lawyers have joined the opposition parties in condemning President Michael Sata’s directive to DBZ to withdraw the k24 Billion owed to them.
The twenty lawyers who are represented by Professor Patrick Mvunga have gunned in Lusaka and joined forces to protest over the suspension of Justice Philip Musonda, Judge Kajimana and judge Nigel Mutuna , this follows Sata’s directive to suspend the trio.
The lawyers who were in attendance at the meeting held by opposition parties in Kabulonga on May 2, 2012 have described President Satas’ action as an assault to justice and the Judiciary.
Present at the meeting were leaders and members from Movement for Multi Party Democracy, Heritage Party, United Party for National Development, and Alliance for Democracy Development, Zambia Direct Democracy and United Liberal Party all came together expressing shock on the trios’ suspension.
Oppositions vowed to work together until government explains the method Mmeembe and Nchito are going  to use to pay back the 20 billion they owed Mathani of finance Bank.
Mutembo Nchito and his colleagues have expressed disappointment with President Satas’ directive to DBZ to withdraw the 14 billion owed to them.

Lusakas’ central Police traffic officer on wednesday narrated how he survived beating in Chibolya compound.

Constable Sitali Muyamba of Kamwala south house number 1510/1080 in Lusaka a traffic officer at the central police traffic department narrated in court how he was driven into Chibolya  compound while he was been warned of been killed if he was surrendered to thugs in the compound.

He said on June 12, 2011, while on duty in town centre he impounded a canter track that was been driven by a man named Joshua Chulu because of dangerous driving as he was drunk.

‘ Your honour upon impounding the Canter I told the accused before court (Chulu) to drive to central police so that he could pack his vehicle and be charged accordingly’.

‘Surprisingly when we reached at the Junction of Church Road and Cairo Road Chulu sped off almost hitting into vehicles that where on the road’ narrated Muyamba.

Constable Sitali who appeared before Magistrate Exihlda Chanda told court that when they reached at Kafue round-about Chulu turned into Ben Bella road and started warning him that he was going to take him into Chibolya compound so that he could be beaten by a mob of thugs.

A Chinese constructor in Lusaka has been axed to death by unknown people who stole personal items.
Police spokes person Elizabeth Kanjela said Zhang Chao of unknown age was murdered on Monday night in his apartment.
“The deceased, Mr Zang Chao , a Chinese national was found dead in the morning at plot number 10, Green Lane Road, kabulonga. He was working for Hong Chen as a constructor building a catholic studio,” she said.

OBSERVING LABOUR DAY IN THE MIDST OF JOBLESSNESS

The Red Card Campaign on Youth Jobs, an initiative of the Open Society Foundation notes that Government’s blame on lack of unemployment statistics rather than doing something about the unemployment problem just goes to show how out of touch and complacent they are. The remarks by Finance and National Planning Deputy Minister Miles Sampa’s statement on the need for the Central Statistical Office to provide monthly employment statistics was window dressing and an empty political statement. As Zambian workers and the nation observe Labour Day on 1st May 2012, there is nothing for the Zambian worker to celebrate about. Youths constitute the largest percentage of dormant labour in Zambia and Government is not presenting a marshal plan to allow them to make an immediate impact in the labour market. This Government must prove to the nation’s youth that it is doing everything it can at every level to help young people into meaningful and sustainable work.

The Zambian economy desperately needs more jobs and decent pay rises, not the mockery given to University of Zambia lecturers. What Hon. Sampa must be telling Zambians is when they as Government will reveal the true scale of unemployment on its watch. We are also interested in the Hon. Deputy Minister issuing a comprehensive statement on the additional support Government will channel to CSO so they can deliver because they cannot capture this data in the absence of essential tools. We further argue that the statistics the deputy minister spoke about should be announced in Parliament by the Minister of Finance and National Planning. The unemployment/employment/underemployment data should be captured and presented sector by sector, as well as segmenting age groups and sex.

Government needs to add significance to the unemployment crisis in Zambia by presenting an employment bill to Parliament. Government must not be a bully on the question of youth unemployment because it is a break or make issue in the nation building towards 2016.Government needs to show in evident ways that it is serious about dealing with unemployment, especially among the youth of Zambia. Government must realize that it is not doing enough to address youth jobs and guaranteeing economic freedom for the younger generation.

Government has proved wasteful and failing to prioritize allocation of resources. A case in point was the fuel donation to Malawi which Government has remained mute about. While we appreciate that countries must and should stand next to each other in times of mourning, the Zambian government was overzealous in making that exaggerated donation when the country does not have the kind of capacity to show off.

The Youth Jobs Fund can focus on emerging and existing entrepreneurs within the youth bracket and support them with loans. This is because the K11 billion kwacha allocation at the Ministry of Youth cannot support any tangible economic freedom within the youth sector. This is not about the Citizens Economic Empowerment Commission. Government owes the youth and payback time starts now.

The Red Card Campaign on Youth Jobs will commission a study on youth unemployment in Zambia and host a Regional Youth Employment Festival in Lusaka, Zambia between October and November 2012. This will bring students, youths drawn from a wider section, development, political activists and entrepreneurs from the Region.

This will showcase best practices around advocacy, lobbying and holding Governments accountable. The main outcome will be a communiqué on Youth Unemployment to Governments in the Region and the launch of a Regional Youth Coalition on Youth Jobs whose mandate will be announced at a later stage.

 

 

 

 

 

MTN subscriber’s using Mobile Money Transactions (MMT) has suffered a sit back. They can’t use the facility due to a power outrage that has left a Kaoma resident stranded because her transport was sent through MTN’s Mobile Money Transactions. MMT customer care representative confirmed on Saturday, April 28 that they had a power outrage which had led to messages not to be delivered.
The lady identified as Rebecca, a customer care representative confirmed and said those using MMT will have delays in getting confirmations” we have a long of clients pending, we apologize for the inconvenienced caused, she said.

 

There was laughter in court  as a man of Matero Township argued with the local; court Magistrate over his failure to pay damage after he impregnated a girl last year.

Lameck Jere told court that it was not deliberate that he did not pay the damage but that the girl told him that at one point she was pregnant for a police officer but the child died after birth.

“How do I pay for a person who was not a virgin traditionally I should not pay, she showed me photos when she was pregnant for the same man” said Jere.

“Your honor they charged me K 12 million but later reduced to K 6 million” said Jere.

Meanwhile senior Local court magistrate Lazarus Mwape urged the man to appeal to high courts and prove his innocence but as things were, the girl told court that he was the first man she had sex with.

Further Magistrate Mwape ordered Jere to pay K6 million as was agreed when they discussed the issue out side court.

“There is no proof here as far as the court has heard the girl says you were the first one and she had never been pregnant for any other man” said Magistrate Mwape.

However Jere promised his father in law Mr. Harry Phiri that since he was not satisfied with the judgment therefore he would take the matter further until he was satisfied.

Lusaka Magistrate Chilembo last week referred a 70 years old man to Lusaka High court for sentencing after he found him guilty of indecent Assault on an 11 years old girl.
The man who was alleged to have been abusing the young girl by undressing, fondling and masturbating on her private parts later on give her a K 50 0000.
Ernest Kabwita a resident of Garden who could not further disagree when the girl testified against him told the court that his wife died a long time but that he had a girlfriend who at times spent nights at his house.
It was believed that Kabwita had on several occasions during the act warned that girl of been turned into a monkey if she told anyone as she also knew very well of the rumors that Kabwita was a wizard.
Facts before the court where that between January 1, 2010 and February 2012 Kabwita had carnal knowledge of a girl below the age of 16 contrary to section 137 as read together with amendment act number 15 f 2005 and cap 87 of the laws of Zambia.
During trial last week the minor told court that she had known Kabwita since 2009 adding that since then Kabwita had been calling her to his house and gave her money after he finished his indecent act.
“He used to call me when I was playing with my friends near his house, when I got into his house he could go to his bedroom, undress then lay me on the bed and smear some oil on his manhood then place it on my private part then after ejaculating he could then give me at least K50 000 which I used to buy dolls and sweets with my friends” said the child.
After cross examination of facts from both parties, magistrate Chilembo said it was right to note that Kabwita had known the girl as he could not deny or look at the girl when she appeared to testify in court.
However Kabwita is scheduled to appear at Lusaka High Court soon for his submissions and sentencing.

President Sata nicknamed 'Ukwa' among critics has led off 20 kitchen staff at statehouse and given them April 30th as deadline to vacate the house.

One of the affected, who has been at state house compound for over 25 years said on the fateful day there was a directive to cook food for Robiana who was admitted at UTH after a 20 kg tumor was operated on him. There was a directive from from state house be taken to UTH for Robiana.

The failure to do so has left more man 20 staff affected. They have accused Sata of making their work difficult, saying he goes in the kitchen to check, monitor and supervise them.

The staff have accused Sata of interfering in their work adding that unlike the past leaders, Sata works in to the kitchen with his hands on his back inspecting what is being prepared. “ Sata controls even the stock been bought."
Some of the staff have opted to retire and get their pension especially those that  have worked for more than 30 years.
It is alleged that these jobs are been created for pf cadres.
