PF Plans To Include Party Consitution In The National Constituion, To Empower Cadres To displine Constituion Office Holders

THE Patriotic Front (PF) wants to sneak into the new constitution its party constitution which gives power to cadres and the Central Committee to discipline constitution office holders.
According to sources within the PF, President Sata has instructed Wynter Kabimba who is party Secretary General to ensure that before the draft constitution is submitted to him at the end of this month, it should include the PF party constitution.
The source revealed that this is to ensure that the PF has total control of the Judiciary, the Director of Public Prosecutions (DPP) and other government institutions.
According to the PF constitution 2007 document, all constitution office bearers will be disciplined and appointed by the Central Committee of the party.
But the Foundation for Democratic Process (FODEP) has reminded the committee drafting the national Constitution to stick to the time plan as it assured the nation.
FODEP Executive Director Mac Donald Chipenzi noted that the silence from the Constitution Technical Committee (CTC) indicated that everything was on course and expected the first draft to be inclusive.
He said the committee will have itself to blame if it failed to produce the document this month-end.
Mr Chipenzi charged that 13 million Zambians were expecting a Constitution that would benefit them, hence the need for the committee to come up with a document that would stand the test of time.
“I think the committee has been given enough time and it will be disappointing if it will fail to meet the stipulated deadline. Our expectation is to see the document produced this monthend and the nation at large is patiently waiting for the document,” said Chipenzi.
He emphasized that all Zambians must be involved regardless of their status because the document was meant for them.
Recently the committee assured the nation that the first document would finally be ready by the end of this month.
However, CTC spokesperson Simon Kabanda said the committee was working hard to ensure that the document is readily available for submission this month end without fail.
Mr Kabanda explained that the Constitution would be made in such a manner that all Zambians should understand it.
